What say you illegal repeat offender charged with sexually assaulting a 2-year-old girl in a dollar store?

What's the difference between an "illegal repeat offender" and a "repeat offender"? It's hard to imagine that there could be any difference. Does it mean he's an illegal alien? Do we know that from the story? I don't see any mention of it.
